Overview

Illinois representative (Democrat) from the tenth district (1969-1972) and eleventh district (1973-1976) and Illinois senator from the ninth district (1977-2000). Born in Chicago in 1935 and educated in Chicago schools, at the University of Illinois and Northwestern University where he received a law degree in 1958. Lawyer in private practice, special attorney to Illinois Department of Insurance and special assistant to Illinois attorney general prior to his election to the House in 1969. Member of House Higher Education Committee (1969-1970), Elementary and Secondary Education Committee (1971-1976, chairman, 1973-1976). Member of the following Senate committees: Elementary and Secondary Education (chairman, 1977-1993), Appropriations II (1981-1986), Finance and Credit Regulations (1981- ; vice chairman, 1983-1986), Insurance, Pensions and Licensed Activities (1977- ; vice chairman, 1987- ), Judiciary (1987- ), Judiciary I (1977-1978; 1981-1986), Judiciary II (1979-1980), and Governor’s Retirement systems Task Force (1985-1986). Commission memberships include: Critical Health Issues (chairman, 1980-1981), Commission on Children (1979-1984), Council on Nutrition (1981-1984), Council on Aging (1977-1978; 1983-1984), Guardianship and Advocacy (1981-1982), and School Problems (vice chairman, 1977-1986). Active in several civic, political, and professional organizations including: 50th Ward Regular Democratic Organization; Bernard Horwich Jewish Community Center; Rogers Park and Edgewater Community Councils; American, Illinois State and Chicago Bar Associations; and the Decalogue Society of Lawyers and Zionist Organization.

Collection contains transcripts of proceedings, witness statements, agendas, and correspondence documenting public hearings held by the Commission on Critical Health Issues, 1980-1981. Bill and subject files consist of agenda, bills, analyses, correspondence, news releases and reports related to education, insurance, human services legislation considered during Berman’s career as senator in the Illinois General Assembly.
