The collection is arranged in seven series including: legislative subject files from the Springfieldand Chicago offices, constitutional convention papers, speeches, comptroller office andgubernatorial race campaign material, miscellaneous bills and committees, and subject files.Series I: Legislative Subject Files from Springfield Office; 1970-1990 (Boxes 1-50) containlegislative files including: the ACLU, aging, alcohol and drug abuse, child support, EPA,unemployment, homelessness, housing, press releases, privacy acts, revenue committee,transportation, and taxes.Series II: Legislative Subject Files from Chicago Office; 1970-1994 (Boxes 51-90) containlegislative files from Chicago including: arts and culture, bills, children’s issues, constituentcorrespondence, education and school issues, guns, gambling, healthcare, local politics, lottery,mental health, newsletters, press releases, taxes, and women’s issues.Series III: 1970 Constitutional Convention/Kerner Years; 1960-1970 (Boxes 90-101) containsvarious files pertaining to the Convention including: Budget and Finance, Campaign, Delegateselection, Endorsements, Executive Committee, Executive Article, Government, ResearchCommittee, and Revenue & Finance Committee.Series IV: Speech File; 1973-1994 (Boxes 102-105) contains various speeches from earlylegislative years, comptroller speeches, and speeches given by Netsch at civic, humanitarian, andfundraising events. Also contains political candidate speeches, inaugural, and pubic addressesregarding government.Series V: Miscellaneous Bill and Committees, Miscellaneous Bills, Committees, andLegislation; 1971-1994 (Boxes 105-110) contains bills introduced by Netsch, early legislationand session notes, elections, General Assembly, miscellaneous bills, and revenue bills.Series VI: State Finance, Comptroller and Governor’s Race, 1990-1994 (Boxes 111-122)contains files related to annual budget, long term debt, comptroller audits, budget, investments,and other fiscal aspects.
