Scope and Contents

The David J. Regner Papers, 1972-1980, consist of 13 linear feet of correspondence, minutes, reports, and copies of legislative bills relating to his terms in the Illinois House and Senate. Four files comprise the collection: (1) Correspondence File, 1976-1978; (2) Correspondence File, 1978-1979; (3) Office Subject File, 1972-1980; (4) Personal Subject File, 1972-1980. The majority of the material in the collection relates to Regner’s Senate career. Although some material in the two subject files relates to his House career, all of the correspondence and most of the subject matter is Senate-related. The two correspondence files were received by the Historical Library at different times. Both are arranged alphabetically by correspondent’s name. These are the only files that show constituent opinion. Constituent correspondence for other phases of Regner’s career does not appear in the collection. The Correspondence File, 1976-1978 (Box 1), consists of correspondence from constituents. There are also some responses from Regner. Subjects include the bottle bill, Equal Rights Amendment (ERA), and transportation for school children. The Correspondence File, 1978-1979 (Boxes 1-2), also contains constituent correspondence relating to issues such as ERA, unemployment, abortion, pensions, and collective bargaining. The Office Subject File, 1972-1980 (Boxes 2-7), contains reports, minutes, technical information, and other material relating to Regner’s Senate committees and commissions. The file also includes press releases and bills, filed by number. Folders in this group have typed labels and were in good order upon arrival at the Historical Library. Major committees and commissions represented in the file include the Illinois Budgetary Commission, Legislative Information System, and Illinois Economic and Fiscal Commission. The Personal Subject File, 1972-1980 (Boxes 8-12), includes much of the same material and many of the subjects found in the Office Subject File. The personal files have handwritten rather than typed labels and were not found in as good order as the office files. Some order was imposed upon the Personal Subject File by the processor. Subjects documented include the courts, mental health, highways, scholarships, and local government. Both of the subject files have an alphabetical arrangement.

David Regner served as Illinois representative (Republican) from the third district (1967-1972) and State Senator from third district (1973-1980). He was a member of the House Appropriations Committee (chairman, 1971-1972), Legislative Council, and Illinois State Property Insurance Commission (chairman, 1969-1972), Senate Appropriations Committee, Legislative Information System (chairman, 1975-1980), and Illinois Economic and Fiscal Commission (vice-chairman, 1975-1980). The collection contains correspondence, minutes, reports and technical information, and legislative bills relating primarily to Regner’s Senate career. Major committees and commissions represented include the Budgetary Commission, Legislative Information System, and Illinois Economic and Fiscal Commission. Subjects documented include courts, education, highways, local government, mental health, and computers for the legislative information system.

Materials are arranged in four series: Series 1, Correspondence File, 1976-1978; Series 2, Correspondence File, 1978-1979; Series 3, Office Subject File, 1972-1980; and Series 4, Personal Subject File, 1972-1980. Correspondence files (Series 1 and 2) are organized alphabetically by correspondent. Subject files (Series 3 and 4) are organized alphabetically by subject.
