Urges Lincoln to accept the offer since "accepting paper and promising coin cannot hold out long." Refers to a "blunder by Chase...of reducing the currency." Gives reasons why this is needed and feasible and how to go about it. Author is likely Walter Scott Waldie (1822-1889), an accountant from Philadelphia.
